New Zealand (CAA NZ) punya filosofi unik: regulasi harus simple enough untuk dimengerti semua orang. Mereka fokus ke education dan awareness daripada complex rules dan heavy punishment.
Aturan Super Simple
- Shielded Operations: Jika drone <25kg dan terbang di private property (tidak keluar dari boundary), TIDAK PERLU permit atau registrasi. Ini sangat liberal.
- Unshielded Operations: Jika terbang di public space, butuh registrasi (gratis) dan ikuti basic rules (120m altitude, VLOS, dll).
- Commercial: Butuh Part 102 Certificate (ujian online 40 soal). Biaya NZD 100 (~Rp 1 juta). Berlaku 5 tahun.
Education-First Approach
CAA NZ punya campaign edukasi yang sangat bagus:
- Free online courses tentang drone safety.
- Airshare app (gratis) untuk check NFZ dan plan flights.
- Partnership dengan schools untuk teach kids tentang responsible drone use.
Pelajaran untuk Indonesia
New Zealand menunjukkan bahwa simple rules + good education = high compliance. Indonesia perlu invest lebih ke public education daripada cuma bikin aturan kompleks.
